A bit of old wheel can be used to dress a wheel in use, I always keep a piece of old broken wheel near the grinder to take out the grooves caused by tungsten prep.

Could it be Araldited, then used as a slow-turning wet wheel for sharpening? Maybe it's a bit to coarse grit for that.
