I'm not sure, but I'm guessing the that MAPP temperature in air is about 1500c. I've never tried to braze with it, but it's probably just the base metal not getting hot enough. Bare in mind that where the brazing rod is placed is going to instantly cool that area.
In reference to the rod itself, the rods are very good thermal conductors, so heating the end is just going to run into the rod until the whole rod is nearly at melting point.
