If the motor won't turn when it's powered up, try flicking the fan round to help it start. If it then runs it's a faulty capacitor.

Try this...

Run it up to pressure, disconnect from mains and remove belt. Reconnect mains and then empty the tank....does the motor spin as the tank depletes?
