No - not true.

Ordinary window glass will only stop 85/90% (depending on thickness) UV rays below 300 nm & about 40% of 300-400 nm.

Enough to stop you getting sunburn in the house. What does that quote mean, I'm not a scientist but I know I don't get a flash with my glasses on and I don't get a tan through a window.

Most forms of arc welding emit UV radiation at hazardous levels, including UVC. UVC rays are the highest energy, most dangerous type of ultraviolet light. Little attention has been given to UVC rays in the past since they are filtered out by the atmosphere. UVC exposure, from arc welding, depends on several factors; arc current, arc length, shielding gas, base metal, exposure time, additional reflective sources, and proximity to UV source.

This may mean a few things;

1. Never trust "experts".
2. Exposure to UVR, from arc welding sources, depends on a lot of variable factors.
3. The body has a remarkable tolerance for injuries.
4. Don't bother trying to get a good sun tan in your neighbours greenhouse, when they don't know about it & find you there, lying in the dirt, with no clothes on, eating their prize tomatoes.
