If you have surface rust, no paint will stop it. You need to remove all the rust, either by chemical (phosphoric acid) means, or blasting of wire brushing on a grinder / drill. brush with phosphoric acid afterwards to ensure complete rust removal. Then use either etch of epoxy.

I was planning on using both etch and then epoxy followed by two pack paint. i have an airfed mask its just a pain to set it up with two compressors etc.

Quite right Steve, etch doesn't have the anti corrosive properties that the epoxy has.
