I wouldn't worry about the fins just remove any loose bits or whatever bits break when you straighten them. The end bell needs bashing into some kind of shape though becasue the dome shape is vital to the way the straight-bladed fan moves air.

All windings on both motors show 3.4 ohms on multimeter, no shorts between each winding and no shorts to earth.

Of course, the 2HP output might be important - depending on the lathe.

If it is a myford ML7, or similar, it is possible to break the lathe! If under-powered it might be a bear in operation.

A bit over powered but I think 1hp hardly enough and I couldn't find a 1.5hp 220v 3 phase motor.

Running a 2HP three phase 415/240V motor in star configuration, with a 230V VFD, would provide around 1.2 HP. Likely a good fit for that lathe?

You generally turn down the frequency to 29Hz to keep the V/F ratio correct.

29Hz comes from (240/415) x 50Hz.

Not all. Thetre are various specifications, to which that would not apply.

Not important for most applications. BA change at 50Hz to be worried about. The Boxford was likely powered by 1HP or less (look it up?), so you may even need to be careful not to employ full power with the motor wired star and run from a 230 output VFD. The advice re 29Hz is really unnecessary as some ‘grades’ of motors from the same supplier will have differing torque characteristics.
