I would advise you to ask an electrician for a 3" length of 2.5 and 4.0 mm cable, then you can establish what it is. The next size up is 4.0mm and you are still underfused, 4.0mm is good for 32 amps and you are on a 40A MCB. Cooker cable is 6.0mm and that is definately not cooker cable.
I am not trying to be funny but I was an electrician until about Twenty years ago when I swapped jobs. I have seen a lot of 'do it quick' wiring jobs and you have one, if you did it (which I doubt) Sorry. The cables are not even in any conduit or trunking, even plastic, which is a really easy and neat way to do it (for a garage).

Cobminor does have a point, if the cable rating is exceeded then you run the risk of it overheating; there is not as much safety margin in cables as you may think!! A 4.0mm^2 PVC cable should be good for between 25 and 35A depending on fixing, whether in conduit or clipped etc.
There have been a lot of questions regarding wiring; I've attached a copy of one of the key tables from the IEE 16th Edition wiring Regs (1994 edition so may have changed slightly).
The table is supplied as information only, use it at your own risk etc.

What size Portamig do you have (i.e. what was full power)?

Ditto. I was thinking of using a 20A Type C. Any thoughts on it's suitability for the 215?

Welding machines should use type D; see the link included by Omniata from Moeller which is a good summary; there is no benefit in trying a type C first; it may work, it may not; the type D is designed for welding machines.
Luke, If you want to take the maximum current ratings for the cable as the clipped spec (46A) then that is your choice; but I would recommend you then need to read all the associated caveats in the official regulations(including Earth conductor sizing etc. I would still stick with a 25-35A max for a simple life.
