Just going off on a tangent on that point for a moment, say a self governing engine was being used with a compressor, and going with an unloader type setup, would it not be possible to use something like an unloader to operate some form of pneumatic clutch, thereby disconnecting drive to the compressor unit rather than just constantly venting the output?
going to use it for DA Sander Belt Sander Die Grinder Nut gun car body work
Well you need the output then ! Will be alot of work to adapt it to engine drive though, as has already been said. You would need a governed diesel with around 15 HP to drive it, then when it was running unloaded the engine wouldn't overspeed. I have a suitable unloader valve, by strange coincidence !
Would a Petrol 13hp do with a pneumatic unloader valve not going to be runing it every day couple of hours hear and there

i already said that unused for 18years could be still full of rust and water needs the plate or plug pulling to see inside first

Personally, if I were you, I'd try and have a peek at that tank before you make any decision. Whip one of the inspection plates off and have a look. It could be nigh on perfect internally, and if it is, you could be passing up a good opportunity there if you decide not to get it. Worst case scenario, if you can't get it running suitably, you could always flog it on and turn a profit if you can get it at a good price. It all depends on how much you can get it for and whether you can easily enough sort transporting it.

This depends how much trouble you want to go through - what is the compressor worth to you - how much will you really use it and what shape is it in. If it's been sitting a long time you have to find out how much rust is in the tank - if it's a lot walk away. Undo the drain valve (if you can - again if you can't, walk away). If you undo the drain valve and a ton of red water flows out forget this compressor and go on Ebay and find a good used one. I did and it's sitting in my basement right now.
If you decide it's worth fixing you could think about acquiring a rotary phase converter to run three phase machines from single phase. There are fairly cheap DIY kits available but you'll have to find a used three phase motor to use as an "idler" ie, it doesn't actually run anything - it is used purely to provide the third phase. Again these can be found on Ebay fairly cheaply under 'surplus three phase motors'.
Good luck - there is a lot to learn about compressors and it can get complicated. Moisture and heat are two huge problems that you'll have to deal with. A large compressor produces an unbelievable amount of water if it's used as it was intended. DRAIN IT DAILY.
