A strong beer is 5% alcohol, So 20% of a nasty is a lot. If it was sweet then it'd be lapped up?On the bottle, is states to use the screenwash neat for severe driving conditions i.e. to get protection down to -5degC. 10% ethanol in water will depress the freezing point to -4degC. The IPA that's in there will probably depress the freezing point another degree or two, getting to the -5degC.

I've got some Tesco Concentrated Screenwash that's rated to -10degC when used neat. The MSDS gives the ethanol concentration as 10-30%. The link above suggests that slightly over 20% ethanol would give protection to -10degC.
What I didn't notice about the first spill was whether it looked disturbed i.e. lapped at. Probably a couple of litres had leaked out on the 2 occassions, before it was realised what it was. Not beer.
