Without seeing what is happening it sounds like the reg is a bit suspect, the pressure rise you would normally expect wouldn't be that severe.

If you turn the torch off but leave the cylinder valve open does the outlet pressure gauge rise when there is no gas passing through it

yes, dosent rise lots but it dose rise. got a few of them and they all do it

If the working pressure gauge is rising when the torch is shut off it looks like the reg is knackered, if you want me to dig out more info for you let me know

For critical flow applications like gas welding with small nozzles you really do need to be looking at multistage regs, from quality makers like Gas Arc, Harris, Murex or Wescol. There are bound to be others but I know those brands to be good. Don't expect any of them to be cheap though, but looked after the savings in gas consumption and less faffing about getting your settings dialled in again and again makes them excellent value for money in the long run. Just don't drop them
