That might not work, the street stopcock is the waterboards property, they may argue property owner should not be touching it and use the properties stopcock, usually under the sink or nearby, not that it's stopped me where I have had to isolate supply via the street stopcock.
But doing so can be fraught with problems, either because it's shared or owners have had a good idea, found the street stopcock to their property, tried to isolate and sheared the head.
Some waterboards will only replace a lead pipe supply, ( still a few about ), if the property is run in copper or Hep.

A house my parents bought in the 60's was built in 1908 and the stopcock in the street would turn off the water to 4 houses so my dad had to go knocking on the neighbours doors to let them know if he wanted to do anything.
My 70's house is supplied via a copper pipe. Took me ages too to find the external stop cock - which didn't work when I finally dug it out.

In the cottage we had, the internal stopcock turned off next door as well. After we sold, the builders doing work there turned off the water & ripped out the plumbing giving next door a bit of a problem.

Phoned Scottish water, helpful guy said it happens all the time, paving companies just pave right over it. They will be out next week to find and service it, was expecting more of a fight, credit where it's due

I have an alternative suggestion.
When hiring a contractor for the building work make sure and make them aware of the unknown water pipe and please DO NOT damage it under any circumstances.
Within the first 30 minutes water will be hitting the clouds. Problem solved

daughter had a big leak on the mains water feed .water board came strait out dug down to the stopcock and renewed it as it was half knacked .the leak was in her property a yard in on an elbow they told us where it was and the insurance covered it they were real helpfull thats why i put in post give them a ring

The unmetered water bill at my last house was £64 a month. I didn’t want a meter as I was convinced it would cost more. Moved house 4 1/2 years ago, a meter was already installed. My bill is around £16 a month here.

Yes, it depends on personal circumstances a single male would be a low user, generally. Occupants being of the female persuasion, especially multiples, will romp through it in short order.
Know you have solved this particular case but I did this a few years back expecting not to use it much, then it turned out incredibly useful for finding things dropped when working on something in grassed areas or similar.I'll give Scottish water a phone tomorrow and see what they say, although now I've been looking at metal detectors I feel I need one anyway
Its only a cheap toy one, but its more than paid for itself in hours of lost progress avoided finding that special shaped fastener or spring etc that escaped suddenly.

Well Scottish water came out, guy said everything is plastic and ducted, so metal detector, cat and Genny, and acoustic thumper thing won't work? So he broke out the dowsing rods
Hopefully he's wrong as that's a rather unfortunate line, right under where I want to build. I'll dig about and see if I can find the Toby now I have an idea.
Found this while digging a test hole around the back, just chucked into infill, there is a valve here somewhere...

ive used bent gas welding rods before finding cables gas pipes and drainage pipes works every time
