The trick to tube welding is keeping everything the same as you go round the circ. it's very natural to keep your hand in the same position as you would welding flat but round a circle doing that Changes your angle and arc length.
While practicing its a good idea to set your joint where you can get to it from all angles. A bit like a pipe welders test. I know when welding exhausts you don't always have that luxury but then again an exhaust piece can be manoeuvred. Id suggest while practicing you keep it fixed. The pics below (taken with my left hand on a phone so not great) are the positions I would take while welding that rusty lump of pipe. Id do a whole pipe like that in 2 runs. Been comfortable is key. If you can't be comfortable in 2 runs do it in 3. You'll see my hand adjusts all the way round to keep my tungsten in the same point all the way up.
