It’s that slab insulation that they bolt onto the outside walls, then put harling over the top

you'll be fine, I've known fibrous insulation to bind around the drill or holesaw teeth and cause a Gordian knot between the inner & outer wall skins - no amount of 'reverse' will clear it.

I often get arthritis in my right wrist, ahm sure it is due to 15 years back putting wood stitchers through roofing sheets into wood purlins with a demolition drill, every screw stopped dead when fully inserted.

Something I did while fitting a cable into a passive is if there is a window fairly near where you are drilling is put a cross of masking tape on the window and use the centre as a reference point. You can then measure from the outside or inside and then cross ref on the other side easily. I was going through a thick wall and the hole came out a couple of mm from my centre point.

Schoolboy error. You should feed from above so that when valved-off inside, you can open the tap to drain the pipe during winter months

I shut mine off inside the garage, when it's gonna freeze, then open the valve outside, which lets the water expand as it freezes. No need to drain it as such.

If you decide to drill a pilot hole, use the smallest dia pilot drill bit you can find. If the pilot hole is close in size to the main drill dia, it will jamb up, and maybe even get semi permanantly stuck!

There was a thread on here a couple of years back where somebody was having real dramas doing this very thing. I have fallen foul of this too, so I tend not to use a pilot drill now.

If you're really worried about breakout whilst drilling from the inside, maybe a core drill is the answer?

Scottish regs are probably different, but as you have external cladding, we assume you do NOT have cavity walls, so there is no chance of Rockwool type stuff in the cavity to knot up the drill bit. Never to be removed. Knowing the nature of the insulation would be good. Down here I have seen both Celotex PU type and Rockwool type bats used, which is impossible to drill.

All being well, pilot drill from the inside, but using a long 8mm bit, this will minimise any damage to the concrete externally, then drill halfway through the concrete with the desired size, then finish coming from the other side of the wall.

Will need a double check valve to comply (I have never bothered) but be aware of good insulation as it gets cold up there. Be a good idea to be able to isolate it too.
