There is a thread here that describes what the clutch does - if it is correct, it is an adjustable safety clutch that should slip when the tap is overloaded. Says it should be unlubricated.

You might be able to select the material to cater for the tap sizes you want to use in the head: something closely approaching the original if you want to use it over its full capacity range; something less grippy if you only want to use it for tiny taps.
