sorry for delay was posting the pic with my phone and going to add more details on the laptop as its easyer to type but hard work to so in the middle
ok info i assumed it was lightly to be a faulty blocked carb so have taken apart the carb sonic cleaned twice to be sure all looks ok but made no differance
the unit does run allbe it slow and does produce a light but faint so not running at full revs i would say and if left running for a while 3/4 mins you get a bit of oil out of the breather hose that goes in to the air box so again i assume the is some back pressure there poss worn pision rings could there be any other reasons from looking on line valves /oil seals make the same problems ? and any thing else in missing
i would like to do a compression test but alas i have no tester but as the unit does run to a fashion there must be something there
in honesty i have never taken a 4 stroke engine down to meny pieces but looking on line the honda what the ex1000 im expecting it to be fairly near does not look that hard just more than the meny 2strokes i have taken apart
be easy with me please im not as well versed as some of you on here i have a lawnmower engine that needs rebuilding and im assuming this would be a good starting point for me as if i muck it up i have only lost a few quid

Found an old compression tester only a rubber bung one but shows this am out of compression
90 psi is low, but not all that low. Once started, it should be capable of revving to its set speed, usually about 3600 RPM to give 50 hertz, it just may run out of puff with a lower wattage load. Are you sure the governor is working properly?

Your really do need to check out Mustie 1's youtube channel. Great bloke to listen to and he dabbles on a wide range of small engines inc gennys and mowers.

There's a new old stock one round at the bike shop, I was surprised how heavy it is.
I think there are many many thousands of hours on it. It will probably be tired. Did you try some oil down the cylinder? The reading will likely jump up pointing to worn rings. Bit of luck they may just be stuck. I have the EX 650 but had the 1000 brand new, way back. IIRC compression reading should be 130 psi.
I think running on choke only means the Idle jet needs opened up? On the cheap Lawnmowers I have seen guys drill out the idle jet with micro drill, a few thou bigger. I don't mind trying that with a throw away carb, but not with nice Kehin that's on that Honda. Sometimes only the proper wire will clear that jet or a drill same dia maybe.

im not sure of any thing as of yet(and dont realy know what im looking at as its in lb not psi )
how would i test this thanks for idea
an idea to try with the oil if it jumps then new rings assuming the bore is ok ?
looked at his youtube the honda he had only had a fuel problem im not convinced its not a fuel problem but after 2 sonic cleans and looking through all the holes they seam to be clean
they are heavy but this does shake quite a bit
choke open and pulled on the starter
as its been cleaned twice it could be the carb is defunked if thats the case the unit is scrap

the meter is lbs not psi are they the same in the conversion ?

Your meter is in lbs/ins or pounds per square inch or psi for short .

ok so im thick you live and learn 
iforgot i even had it i bought a tool box 3 years ago and it was in one of the drawers never had a reason to use as of yet any how so 90 psi is fair for the mechine then could there be anything with the rods to let oil being thrown out the breather pipe ?
is there any way of testing if theres more pressure if theres enough pressure to pump oil out the breather pipe
