90 psi is low, but not all that low. Once started, it should be capable of revving to its set speed, usually about 3600 RPM to give 50 hertz, it just may run out of puff with a lower wattage load. Are you sure the governor is working properly?

I think there are many many thousands of hours on it. It will probably be tired. Did you try some oil down the cylinder? The reading will likely jump up pointing to worn rings. Bit of luck they may just be stuck. I have the EX 650 but had the 1000 brand new, way back. IIRC compression reading should be 130 psi.
Your really do need to check out Mustie 1's youtube channel. Great bloke to listen to and he dabbles on a wide range of small engines inc gennys and mowers.
There's a new old stock one round at the bike shop, I was surprised how heavy it is.
Did you compression test it with a wide open throttle?
I think running on choke only means the Idle jet needs opened up? On the cheap Lawnmowers I have seen guys drill out the idle jet with micro drill, a few thou bigger. I don't mind trying that with a throw away carb, but not with nice Kehin that's on that Honda. Sometimes only the proper wire will clear that jet or a drill same dia maybe.
does it take full load?
90 psi don't seem to bad tbh... ...they are great little gennys .....
