When I was young I used to build plastic model kits and one of my favorite was the WWII VW Schwimmwagen so that is what is giving me the basic design idea.
A cheap 12v or 24v trolling motor would be used for motion in water.
There is nothing in the rules for mobility scooters that says you can't use any method for propulsion and in fact at one time you could get petrol versions which are 100% legal. A few years ago I adapted a petrol ride on mower into a mobility scooter and DVLA didn't bat an eyelid when I registered it
For this project I'd like to go electric however petrol might help reduce weight. In fact another idea could be a small petrol engine driving an alternator to produce a hybrid I already have two 350w golf buggy motors to avoid the need for a diff so would like to use those as decent electric motors can be rather expensive.
