Have you tried lowering the fuel lever height, often fuel pouring from the carb is either that or stuck needle or a damaged needle/seat.

As you said Joepro test the compression tester you are right tested on a lawnmower that starts first pull
The compression tester give it about ten psi. First class junk at its finest in the bin. Can anyone tell me were I can bye just the needle seat and needle. or do I have to buy the full diaphragm kit

Ime it's usually cheaper to buy the rebuild kit than the parts individually.
