It’s called PILC cable - paper insulated lead covered cable.
Theres hundreds and thousands of miles of it as LV and HV mains cables underground In the UK. I work with it on a daily basis. Usually it is covered in steel tape armour but sometimes even the mains is just lead sheathed with no armour.
