Am I missing something? Why would you want a VAT free code if you are VAT registered and so don't pay VAT?

they may only give a discount that covers the vat? not actually pay the vat for you

Correct - it's not VAT free really, just a discount that's the same as the VAT. If you are VAT registered you can still claim it back as it's still being paid.
