Brad I feel your frustration but 99.999999% of any fees issue is always mechanically related. Rollers, liner, tips etc etc.
The cooler is only to cool the torch and that would only of been a benefit of the gas cooled torch you were using was over heating.
Let’s go back to basics. What is the average wire feed rate your running at? Which process? Can you send me some pictures of the set up. Close up of the rollers etc.
The wire feed motor, the gear box and the roller plate are all made by Mechafin in Swiss. They are the market leader for these sort of items. Of course it’s not an impossibility for the motor to fail but you would hear it. It would be bad all of the time. Not ok for half of the weld and then get worse.

Inch some wire through the setup and see if it has any burrs on it out of the tip, or if it looks squirrelly like it's been pushed against its will.
Also take pics of the liner at the gun with the tip removed, so we can see the brass spiral. And also at the wirefeeder end where we can see the liner trimmed to the rolls.
I know your frustration, I had problems with mine on alloy shortly after i got it, and I did get to the point where I wondered if the machine was knacked. I had to push through with the universal truth that @matt1978 says: "99.999999% of any feed issue is always mechanically related. Rollers, liner, tips etc etc." Honestly, it's absolute gospel.
In the end it was crap in the liner which I couldn't even see, even though it was an almost new liner itself. New liner - problems cured.
The cost of liners is preferrable to being frustrated, I keep spares for alloy and steel, even for my part time work!
