Might be better off with a couple of alloy plates to sandwich the holes and some PU sealer using either pop rivets or nuts and bolts if using thicker alloy old alloy will be pitted
Over on the Wooden Boat Forum in the US, there was a long thread on the build of a 80/100 ft fireboat. All aluminium ( Obviously it was a bit odd on a Woody forum but was liked) They used fancy pulsed MIG welders, but this was thick stuff, plate rather than sheet. What ally do you have in mind? The Tinny would be pretty thin and if that needs repair, patches and rivets with mastic would be easier (I know, I know, you wanna TIG) Ours is probably not even the 1mm I thought it was.
Can't comment on pulsed MIGs for steel, but from what I have read, not of much use in the low thicknesses, if at all. ( I await an expert...)
Personally, I have been using a Kemppi 150amp Mig for the last 20yrs, including a bit of ally. I also have a DC Tig, mostly for stainless on boats. Much as I fancy an AC/DC Tig, I can't see enough use to even think about buying one. But, hobbies can justify all sorts of unrealistic spending.
My first car was a Mini van. I tuned it to an inch of it's life, then turned it into a saloon with a light weight shell. Quicker than my bro's Downton Cooper S. Used to get pulled all the time (fuzz, not birds..) Then bought a Sunbeam Alpine, tuned that and drove just as fast, but without being pulled.
