Agree. Easy enough to blow the dust into your eyes with lung power alone! Vertically-down holes may need more puff than horizontal holes. It is volume rather than pressure - particles are generally sub-150 microns. A vacuum cleaner would do the job easily enough.
I have an old Dunlop foot pump that will easily blow out dust from holes effectively. This was used for pumping up tractor rear tyres, by me, at the age of about ten when it was a choice of struggling with the ‘modern’ Dunlop pump or use the smaller, easier to use foot-pump that was slower. I recall it took ages to pump up the 14-30 to 12 psi with two of us taking it in turns.
The sectret is to early fill the hole with the nozzle used - thus increasing the air velocity in the reduced cross-sectional area.
A foot pump is a good idea for using 3 meters up a wall, think I've got one in a dusty corner of my workshop. Used have something like the above, it was a bit of 6mm pipe with tape wound round & round until it fitted snugly in the compressed air gun.

Sorry, should have made it clear, 150 x 14 mm deep vertical hole for 10 mm rebar, is there an air pump out there that can be run off a pistol drill, not the Ryobi dedicated one. My foot pump don't work that's is why it was in a dusty corner. When I used a Dyson to clear the plaster ridden gap behind the skirting boards it blew up
, I said to her indoors you needed a new one anyway.

Propane cylinder with no regulator, just the hose with a bit of metal pipe in the hose end ? Fine to use outdoors. No smoking though.
To blow out a hole properly, you need the nozzle to go to the bottom of the hole before you start blowing.
I have got an empty 47 kg cylinder that I pump up with a compressor to take out to top up the tractor tyres.

This is exactly what I was thinking of.
If you're worried about dust blowback, put on your safety squints and hold your breath , same as if you'd used compressed air.
