the centre bolt head is hitting the angle when its folding down. if you had spaced out the bottom fixing bolt, (highlighted in red) with a spacer (or washers) between the box section and the inside of the angle iron, by the thickness of the bolt head it would give you clearance for the centre bolt head as it folded.
looks like it's all welded in now, so the other option would be to replace the centre bolt with a stud welded through and put the washer & nut on the inside of the "scissor" which would make the external side flush and the same external dimension as the inside of the angle iron frame. the down side would be that you'd have to remove the whole scissor to take it apart.

I'm following you now, But yes its all welded up, So will continue with how things are. Personally I don't think it looks terrible with the cut out. I'm a function over looks kind of bloke
nothing wrong with that, as long as it works... 
while I'm on, watch yer fingers with the scissors action, had a potentially nasty near miss a few years ago with something similar when it let go unexpectedly as I was putting it together...

It has crossed my mind! Hahanothing wrong with that, as long as it works...
while I'm on, watch yer fingers with the scissors action, had a potentially nasty near miss a few years ago with something similar when it let go unexpectedly as I was putting it together...

Got the bottle jack installed, Just got to strengthen the plate it sits on to reduce flex. Still need some rollers/bearings from somewhere! + Planning on fitting some casters to make it easy to move around. Also need to make a jacking pedal.
But apart from that I'm reasonably pleased with the current progress!

Gets it upto waist height, So a comfortable working height!
