I have the HV04 compressor which offered a choice of 3 phase or single phase motors. I run it on a dedicated 32 amp ring on single phase on a 4kw motor. It's rated to 10bar and a FAD of 20cf. 73db noise. Comes with a 250l receiver. I also specified the additional water and oil separators on mine.

Anyway I would go with 2 belt types linked up, 1k will get you reasonable quality and no messing around with electrics.
Not ever considered doing this, but will investigate further.
I have also reviewed my budget and now accept that I need to allocate 2k for this.

Around 97db
That's an option, but given the amount of work involved I'd rather find a low noise option off the shelf.

I honestly don't think you'll get one under your budget unless you go second hand. And I don't know why you are so dismissive of belt driven compressors. My ingersol rand is quieter than the hydrovane at work.
Not dismissive, but when MM told me the db rating of their belt driven compressors I just thought that is rather noisy. Maybe, I do need to see one in action if they are not as loud as you say.

3 phase motor to single phase motor isnt always a straight swap, you need to consider all the controls wiring.
