If it were in Welderpaul's workshop & HSE called round they would condemn the lot! Oxygen regulators should now be rated at 300bar, the Acetylene regulator is, as Paul said, older than him The Torch is long obsolete (although you can still get nozzles) & the Flashback Arrestors are most likely well out of date. The hoses look pretty new...you can test these by bending them into a 'U' shape, if they crack on the U bend they are fecked...otherwise should be OK.
It could all still be in working order & there is a hell of a lot of similar gear still in use, but you do so at your own risk

i got a set a few months ago same sort of thing reeally
old fella retiring
i bought new hoses, new flash arresters new nozzles high side guage dont work but hey ho it all works fine was checked and commissioned by a guy who works with it all the time/professional
may get new regulators one at a time when i can afford them but i really got them for the 2 x full size oxygen and 1 x full size acetylene bottle all full

Er and BOC are now very funny about swapping the older type bottles (which those are) with new. They are asking a lot of questions.

last time I was in they were checking Tags, is this the end of the two bottle shuffle

The last pallet of oxy bottles we had in work had green tags around the brass valves saying "do not remove".

I saw a special offer from WES £89 + Vat! hoses gauges arrestors torch. a bargain I think ! As for the Bottles they belong to BOC your supposed to pay rent for them all year round! regardless as to how much gas you use ,when you return them to BOC for filling they will ask where you got them from and you will have to have an account with them to fill them , not cheap either we have used BOC for many years . In all the years Ive been welding with O/A I have had no problems , the occasional flahback perhaps , the last job was brasing some bronze letters to a burning bush , Sculpture repair ! This equiptment is a serious bit of Kit treat it with respect! Safety first , dont use old gauges and hoses , make sure you use Flashback Arrestors , chain the bottles to the wall or use a good Trolley to keep them upright .

Insurance for welding equiptment is expensive but worth it ! especially if your home could be lost due to accidents
