They aren't flashbacks. They are just some fittings that have been used to repair/join the pipes. They don't really look like the right thing for a repair though.
This link shows some of the cheaper in line type of flashbacks.
This would be the sort of thing needed to repair a damaged hose.
Those fittings do look pretty dodgy..The nuts have bottomed out on each other so there might not be a gas tight seal. By the look of it one must be male and the other female on each hose.

So what do i need to get oxy-propane heating and cutting?
Also where is best to get propane and oxygen from?

if u have the welding cutting set your better off using oxy acetylene rather than oxy propane. u have 2 choices either rent the bottles of boc or air products app cost 180 quid a year rental .or aquire a set if u know what i mean
ive heard that some people sell them. its just a rumour like

Yeah and where exactly have those bottles come from?

As has been said before, the entire kit needs binning
Few things to bear in mind :-
You will struggles to weld with oxy/propane
If you are doing a lot of cutting with propane you can use up to 4 times as much oxy as when you use acetylene
If you are going to use a reg for your oxygen other than an oxygen specific one make sure you are 100% certain where it has come from, the results have been fatal
Do not try to repair oxy/fuel gas hoses unless you have the kit and knowledge to test them to the relevant standard

Looks like a lovely bit of kit - wish I could afford one. Perhaps I can't afford one because I pay for my gas legitamately through a registered supplier. I would sign up for an account being as you've paid good money for the kit - pay good money for good gas.

Oxy/propane is nice for heating and brazing. I use mine a lot to free stuck things. Did some riding mower wheels that i had the hubs glowing and they still to a severe pounding to get off (rusted woodruf key.)
I find I have been using brazing more even with a TIG/Arc/MIG setup. Sometimes just nicer to do.
Here, it is cheap as there is no rental; so it costs nothing just sitting there. I have a acetylene tank but never had it filled.
O/P requires different tips for cutting. I tried it on my and it sucked my O2 tank dry in no time. Not very practical unless you are remote and that is all you have. With my small plasma cutter, have never used O/P cutting again.
O/P will not weld well as it is not hot enough and the flame is too long.
