We have a similar Rohr in our Men's shed, bought by somebody who thought it was a German made machine. They were not amused when I pointed out the manual written in Chinglish!
I've used it a few times & it welds ok but the claimed output is a bit ambitious. To get it to run a 3.2 rod nicely you need it set at 150 amps (should be 90-130).
If I've more than a few tacks to do I bring in my own welder!
The one in your link claims 120a so you'll probably be limited to a 2.5 rod.
Yes 2.5mm rods would be the max I'd need anyway. I use arc occasionally for outdoor repairs off a 13amp plug such as gate hinges or light box section type fab work.
Also - my arc welder is there as a "loaner" for others! So if friends or family ask to borrow your welder give them the cheap one you don't care too much about Definitely wouldn't be lending my TIG or MIG out for fear of damage.
