I use this flux on Stainless https://soldersandfluxes.co.uk/p584/A8-Flux-for-Stainless-Steel.html the solder runs into the joint just as if you're soldering brass. It's good on ordinary steel too. The fumes are really nasty so make sure you have good ventilation wherever you're working.Remember trying to solder brass to stainless years ago with multicore solder. it ran off it like little ball bearings.
thought you had said it was just a spare one kicking about ,,, must have miss understood , then solder or braze away , what ever you have to hand and can do easily . after a good cleaning , i normally fill tanks with water ,,,But it is a 50 year old tank made specifically to fit in the spare wheel well of my 51 year old car. Done right there should be nothing to worry about. I finished cleaning it today and heated it up.
buy a plastic one ,,, job done.

Coogar was Air products, Argoshield was B,O,CI TIG-welded one of the fuel tanks from my TVR, but it had been empty for two years
Pumped Coogar (predecessor to Argoshield I think) through it before lighting up the plasma torch to cut the top out, but there was nothing in there.
When I was 16 the petrol tank on my Honda ss50 started leaking from around the tap. So I took it to the local blacksmith in the village he tipped out the remaining petrol rolled up a sheet of paper pushed it into the filler and lit it. It burned down and the vapour ignited with a whoosh. He said it cannot explode now and brazed the leak. I've never been brave enough to do it myself.Have seen the results of a tank that was in a hot trike bath for 24 hours.
Went bang result was friends shoulder blade broken, sod welding/braising tanks.
Have seen the bike boys going to repair with a flame they told me it was Full of petrol & EXPLOSAFE mesh stuff, I Moved off & left them to it.
