Yes, the mica insulators are good. You can get them rated plenty high enough for this application.
The gap between those heatsinks looks to be a couple of mm at most - a little bit of contamination (or backfed HF, unlikely but possible) could see them arcing nicely...
That perspex might be thick enough, and the fans might cool it enough, but perspex gets floppy when it gets hot - and those heatsinks are designed to radiate heat... A better choice imo would be pcb substrate which is insulating and much more heat resistant, but far less pretty.
I agree with your comments and observtaions, lets see what I can come up with. Gonna have a rummage around at my mates place and see what hes got that may be of use
