they would share the same shaft through the door, so no, the locked side would prevent the shaft from turning

The already share the same shaft in a normal set up, can exit the building while the outside combination is still locked

They're decent locks from FH Brundle. I've used several.

To answer the original question yes 2 combination locks will work together even when the other side is locked as you will see from the pic the hole that operates the shaft allows the shaft to be turned from the other side even when 1side remains locked I've also tried it to be sure, the only problem using these types of lock is that someone can unscrew it if they jump over the gate, they are designed to be used with the fixing side inaccessible to the public

Well then every sensitiv institution in the U.K. must be breaking the rules then.

Only telling you how it is now. I am sure there are exceptions for the prison service etc Most likely existing installations before the law are exempt like most rules only applicable on replacement or new build.
