If you can see it, it's a safe bet that it's harmful to the naked eyes. You'd never risk assess it around "safe distance" - it would either be barriers/PPE, or a proper remote area.
Exposure doesn't automatically mean harmful exposure though there comes a point where the exposure level is so low that the body can absorb it without harm. UV light is all around us in the daytime (about 3.3% of sunlight at our planet's surface is UV). As with all light, the intensity drops off with distance according to the inverse square law so a person welding with their eyes half a metre from the arc is getting 400x the UV exposure to a person 10m away.

It's just myself on our property. We don't have neighbours closer than 400m and there's no line of sight in any case. The risks would be family members wandering about, or visitors like the postie or other delivery drivers, and people passing on the track alongside our ground. It's just a bit of a shame the garage is right near our driveway and a bit lower.If doing for an emplyier, seek their H&S advice.

I know you are right, but its hard to put a fixed working distance in a formal RAMS when you're talking about the general public and 3rd parties.
