well when i asked to use a welder the first time, the told me i could use an arc welder as much as i wanted, but as a company rule, they only allow coded welders to use the mig n tig sets. the may have had accidents previous and have introduced this as a way around such accidents happening again

It may be that they simply don't want inexperienced operators messing with the welding sets.
Once an operator has a machine set up the way he/she likes it to do a particular job they wouldn't want someone who doesn't fully understand the controls coming along and fiddling with them or damaging the torch etc.
