I hear what you are saying, does it not mean it’s been installed wrongly and should be adjacent to the plates where my fingers are?

It does look wrong now. Just check if there is continuity from the top plate to the top wire of the VDR. If there isn't (and I don't think there will be because the it's quite normal for the long bolt to be isolated from the plates) move the tab that the varistor is connected to to under the insulator where you have just moved the other connector to. Then check continuity. It should be 0 ohms.
