I wonder how long you have been involved with refurbing wheels, as it seems very strange that you can wet spray them faster than powder?
As to insurance and bearing in mind you will also need public liability, as long as everything in your shop is up to insurance company standards, its probably going to be £3-4k............might get it for a lot less, but on the other hand if your shop needs extensive work to bring up to standard it might be quite a bit more.
You will also need to figure in costs of chemical dip tank for stripping, a good sized pro quality blast cleaning set up, ideally with a Hydrovane type compressor to run it, and if you intend to wet spray to a high standard some sort of low bake oven for curing.
On the other hand if you only intend to do a few, there is no real need for any of the above, but progress will be painfully slow, and it will be quite difficult to make any money.
