Sounds very similar to the Fiat 500 one.Series 1 Lancia Beta had a hand throttle - choke like cable that simply linked to the top of the accelerator - pull it and lock as required
I guess it could make sense (back then) over wide, long, straight, light traffic continental roads of 40-50 years ago.
No brake override would make it a liability in congested UK of today.
On Pendine Beach, I used to engage the throttle, perch on the roof & steer with my feet in 2nd gear past all the old dears etc in their deck chairs.
They'd clock this funny little car, with a berk on the roof & no-one inside it, doing lazy circles & eights & just gape at the sight.
I found it highly amusing at the time.
