I have a similar one, slightly older with a cast aluminium handle and yes the rubber is still good despite it hanging on the garage wall for over twenty years.There is a 10 inch plastic handle and thick rubber strip version available where the rubber strip slides onto a groove in the handle . Mine is about 12 years old and is still able to turn things as the rubber is not in any way perished .
i'm reasonably certain they are m10 - french? plumbing size. might be a wierd pitch though.

The minor diameter measured 11.23mm if I recall correctly and it seemed to be 1.25 pitch (which is pretty close to 19tpi).
