What is this strange device?

Found in an Olive grove in Sax in southern Spain, its made from a semi rigid plastic and has a matrix of holes implying that it codes something or perhaps unlocks something

That's a retail pack of 5mm holes.

Most of us have drills so we won't have seen them before as we make our own.

Those are for the diy types so they can just pop the hole out of the card and put it where ever they need it.

Although designed to hang up I'm convinced that it's not the backing for hand tools as has been suggested, it's more complicated than that I think.

I 'm guessing it's part of an olive moth trap designed to hang in an olive tree ....are the holes about 4 or 5 mm...'cos that is the recomended size for olive moth traps ...just a guess ...

It looks like an old-ish hotel key card to me - before they had magnetic swipe or contact type ones a lot of hotels used to have these type of punched hole keys.

No, when I was doing my apprenticeship I learned how to programme computers with this - and I’m not even (that) old!!
