It's common to find those type of nipples on older machines. They need an oil gun.
I'm not surprised the knee is stiff. It's the same on my Harrison Mill. The skew gears that turn the leadscrew get covered in crap - chips, congealed oil and coolant. I bet its full of all manner of nasties.
