The simple answer is an Electrician if you want a correctly installed and safe installation! could give a list of parts but even fitting an SWA gland has it's own technique.

The next size socket up from 16A is 32A so the compressor would use one of those unless you hardwire it into a 20A isolator.

theres 2 many variables to answer your question .earthing arangements back at the board . what type of db is fitted back at source. is there rcd protection . its endless . a site visit would be in order to answer your questions im afraid

28 quid an hour + fuel and thats the hourly rate starting from my home a callouts 50 quid 1st hour
