Create a new sketch on the flat face.
In the sketch, go to Create--> Project/Include --> Project

Choose Project, Body and then select the cup (or the blue square here - I happen to have this open...):

Click OK - this creates purple lines in the sketch that follows the outline of the body.
Still within the sketch, hit the 'Offset' button:

Select the purple lines that appeared when you did the 'Project' and enter an offset (or drag the slider):

Finish the sketch
Select the 'Extrude' command and select the the area between the two outlines in the sketch you created.
Extrude this to form your border. You *probably* want to create a new body, but I'm not sure how the 3D printing colours work.
