Citric works well on cast iron and steel. You have to watch with cast iron as it will eat in to the surface if your not careful. Citric isn't a one answer to all cleaning..you have to graft with it. I don't do this kind of work anymore but a few pictures of a chuck I did a while ago

As mentioned a week or so ago, I got hold of some fumed silica and tried to gel some citric acid solution. Basically, this has failed; I put in far more silica than I expected to and the liquid remained runny. Also, I put a small bit of rusty metal in to the mixture and the rust was very slow to go.
So, for gelling citric, silica is not the way to go

How much did silica did you use? I put in about 15wt% in to the water/citric, and gave up at that point. In other medias, I've seen silica produce gellation with only 4-5wt% (rule of thumb, one volume of gelling agent to one volume of liquid). I'm quite wary of working with fumed silica and I'd prefer to use something else if I could find something.
Over the past couple of days I've been using citric to get some rust stains off of some glass tube (which had a piece of rusty steel wire wrapped around it). Don't know why but it has been so slow! Think we are on day three now, and it's going, but so slowly.

Or buy very cheep plain flour.
Buy white vinegar.
Mix both until form a paste.
Apply item, wrap in cling film to stop drying out.
Leave.
Save the used paste to add to areas cat use as a toilet. or as a weed killer to ivy or other wax leave plants.

I just used CA to clean the fuel tank for a small engine that was quite rusty inside. I mixed it up at a 20-1 ratio using water from the hot tap & left it overnight.
Most of the rust has gone next day apart from 2 small spots that were deeply pitted. I scraped what I could with along screwdriver, heated the same CA mix up to boiling in my chip pan & poured back it into the tank. That did the trick & the tank is now spotless!

will have to try this, did the same today (Honda GX tank), but a handful of M8 nuts, and shaking for 10 minutes got rid of most of it, then a blast out with an air line, good enough for this job, (my own petrol powerwasher), but your method sounds better, easier. Will see if I can get some citric acid...

What did your chips taste like afterwards?
I put a handful of M8 stainless nut in the tank as well but they were not needed. Hardest part of the whole process was getting the bloomin nuts back out of the tank as the filler is recessed into the tank so I couldn't just pour them out.

If you had seen the chip pan when I got it you wouldn't have eaten anything from it! It was free from a friends sister, she was throwing it out after getting a new one. It was caked in old chip fat, looks like it never got washed! It took 3 boilings of water & washing powder & a lot of scrubbing before it was clean!

FWIW, was chatting about this at the boatyard this morning, and the guy said if you bought it from a random ebay place instead of a composites, resins or paint place, it's probably uncoated hydrophillic stuff for lab work, which is useless for thickening most resins and anything water based. They all use hydrophobic versions.

Corn flour and vinegar make a good paste.
Used that on this wood bothering tool. Covered it and sealed in a freezer bag and left for a week.

I didn't want to use normal nuts as the zinc plating would react with the acid & partially neutralise it.
After the acid I rinsed the tank well with water followed by a baking soda mix to neutralise any remaining acid then a final rinse with hot water. I sloshed around some cellulose thinners to get rid of any water followed by some petrol. Unfortunately the tank did flash rust slightly so maybe a rinse with phosphoric acid after the citric would prevent this?
