Pity, it would be a shame to dump it. I run my Clarke 3hp off a 16A commando plug & socket OK, my brand new SIP 3hp is designed for a 13A plug but it blows fuses.
In fact looking at the photo of yours again, it's the same pump & motor as my SIP.
I am sure I have seen a picture of that compressor somewhere with the rear cover off the motor have you checked the motor fan is actually there with all its blades and actually turning because if it has an internal thermal winding switch that could be stopping it legitimately, due to the coils getting too hot, or if it has been run with no fan guard and has been cutting out regularly and it may have weaken that switch.
PS check actual pressure it is going too. coz old cheap gauges are crap

In the absence of any kind of proper testing equipment, clamp meter. meter with a capacitance function, take the motor off and pop down to the nearest motor rewinds place or if you know of a sparky get him to test it for you, by-passing safety switches when you are not pretty clued up as to what they do and the consequences of such actions could well land you in deeper water. Get the caps tested out first.

if you have a cooker point with a socket in the kitchen you can take 16 amps through that if you're adventurous as the cable and mcb will be rated a lot higher
