if you have a cooker point with a socket in the kitchen you can take 16 amps through that if you're adventurous as the cable and mcb will be rated a lot higher
But the socket is still 13A and I hope you're not suggesting he bypasses the fuse in the plug. Disconnecting the cooker and wiring the compressor in its place is also a no-no for a non-electrician.
