OK I’ll bite. You fill it with water and cut it while full?. If you empty then cut it, there is the possibility of a small amount of remaining gas building up again inside the bomb casing. I am familiar with the stenching agent which is not dangerous, I mean small pockets of liquid propane can also be left behind, even after flushing with water.

If you stand it up and fill it with water it is full of water has to be tip it out it is full of air has to be. where do the pockets of propane hide. Some one once mentioned that is soaks in to the steel .So how is the gas retained in the bottle .
There is no "recommended" way of doing this as it is seemingly illegal .
As far as i am concerned if you need to ask DONT DO IT

well seeing as though propane is heavier than air it would be at the bottom if u filled it with water the waters heavier so the gas would go to the top

I am happy and confident but I don’t consider it safe.

I also ride a motorcycle like a lunatic. That ain’t safe either but it doesn’t stop me doing it.

I believe the idea is that liquid propane can persist in little pockets and crevices, enough to later build up as a gas in the enclosed volume. It does not dissolve in water so all you are doing is using water to mechanically remove gas or liquid.

reminds me of a story I posted here about the last time I emptied one out and ended up with a pile of propane slush.

like I said, last time I turned one upside down to empty it, it left a substantial mound of frozen propane slush.

Obviously too dangerous to leave lying around so I lobbed a match on it.

wish I had videoed it, won’t be doing that again in a hurry.

In reality cutting cylinders containing “things” way more dangerous than LPG happens on a fairly regular basis at chemical plants and other similar sites. Very rarely does it go wrong as there are things that need to be done. Much of it has been described above in plain terms

However, when it does go wrong, it’s usually quite spectacular
