If you empty then cut it, there is the possibility of a small amount of remaining gas building up again inside the bomb casing. I am familiar with the stenching agent which is not dangerous, I mean small pockets of liquid propane can also be left behind, even after flushing with water.

There is no "recommended" way of doing this as it is seemingly illegal .

well seeing as though propane is heavier than air it would be at the bottom if u filled it with water the waters heavier so the gas would go to the topPerhaps you could find out where pockets of gas hide? And then do a video
not u but others say the steel absorbs some of the gas its all a load of rot all I can say is if u aren't happy doing it don't. if u are happy and confident carry on
