The moon is a long, long way.
The ISS orbits at about 250 miles above the Earth's surface, so it would only need to be towed the other 240,000 or so miles
ETA: It's actually one of the proposals to assemble the Lunar base in low earth orbit and then sent it out (MALEO - Modular Assembly in Low Earth Orbit).

The target is set: a large derelict satellite currently silently tumbling its way through low orbit. If all goes to plan, in 2023 it will vanish – and efforts against space debris will have made a giant leap forward.

is the iss worth saving or being stripped for parts to be used elsewhere depending on if it could be used you are still playing with fatigue
its not worth saving however being split up into managable pieces sent back to earth and scrapped for reusage is worth it
is the solar panels worth saving or better off being sent at the sun to be detroyed there, instead of being burnt up in the atmosphere on re entry

Can I start with you??
One would not need to "tow" the ISS all the way, just a goodly nudge in the right direction and it will fall all the way there on a parabolic trajectory. But that would take INSANE amounts of energy to just get the thing out of the Earths gravity well. Without doing the calculations, I would hazard a guess it would be just as easy to slingshot around Mars to reach lunar orbit.
That's when the trouble begins because all that mass is now travelling at escape velocity (just under it I should expect) and will somehow need to slow down or it will never actually reach the surface of the Moon. It would become a satellite at an extreme orbit, at extreme relative velocity
Remembering also that the ISS is being decommissioned because the orbit is decaying and it would take too much effort even to inject sufficient velocity to achieve a higher Earth orbit.
It's all covered in the book: "The Moon is a harsh mistress". Like all good SciFi, the science is extremely well represented and not far off what you are suggesting.
Basically, the Moon colony object to the Earth overlords and rebel. Eventually after several unsuccessful attacks from Earthies, with the help of the Moon base supercomputer which just became self-aware (!) they start lobbing giant lumps of rock at the planet. The Earth can't fight back because just getting anything up there is too damned expensive. Nukes would be politically insensitive (the Moon bombardment is aimed to miss populated areas) and counterproductive. Meanwhile the Loonies (!) can just keep lobbing massive rocks until...

Interesting to note the Earth does seem to have adopted the very same fiscal policy as the Golgafrinchams. Douglas is one of my very favourite writers and there is an extraordinary depth to many of his wry observations.
