Without lots of blasting it's impossible to get absolutely 100% rust free for those so called rust converter/anti corrosion epoxy to work from my experience.
With wire brushes on angle grinder, various products for rust treaments for the remaining surface rust more sanding and keying, loads of degreaser and panel wiping in between each stage.
Gone through these steps few times now it's proberly as close to blast cleaned as possible.
Answer is basically yes for painting primer over rust as many rust products are sold as, my real gripe is epoxy direct to metal adhesion.

Unfortunately your looking for something that in my opinion don't exist I'm afraid, the only way of being sure the rust won't return is to media blast and epoxy prime, believe me we have all tried everything over the years.
Painting over rust is just gonna end in eventually tears I'm afraid .

i recon you must have had a duff batch ...all the epoxy primers ove tried stick like crazy to anything thats reasonbly cleaned up , even sticks well to chrome spanners that ove spilled it on
