Yeah I think I’d be having a whinge to Halfords before handing over the cash if it were me, if you genuinely bought something there then popped elsewhere for maybe 10 -20 mins that seems a bit harsh, even if that’s what it says on the sign. My wife got a ticket on an Aldi car park despite shopping there. When we complained head office said the free parking was only whilst you were in the store and you weren't allowed to leave the car there whilst you shopped elsewhere. I took photo's of all the signs which stated 2 hours free parking and then challenged them to where it stated free parking only allowed whilst in store. Reluctantly they agreed to cancel the charge. Turned out council planning permission was originally granted with stipulation that people could do as wife had done - went shopping after been in Aldi.
Got one of these outside another halfords, that bit was fine it was the walking out the car park going to another shop that they didn't like, conditions are clearly displayed and when you park you agree to the conditions, pay it be done life is too short.
It's their land and they can set any rules they like. Realistically, the only option is to use the facilities and abide by the rules or not use the facilities - I don't think not liking their rules would be much of a getoutBut that attitude just enables Dick Turpin to behave in any way he likes.
