Hummm. You could turn the bush in the three jaw, then drill the eccentric hole for the post in a drill press? The block could be held in a three jaw with bits tacked on to put the hole off-set. It doesnt have to be very accurate. Or tack it to a round plate, but off centre and hold the round plate in the jaws.

I had a go today at making the part and i think I have cracked it just need to make a handle and weld it but the block and pin appear to work great
