Checking each element individually with my £10 Screwfix multimeter on the 200Q setting yields a different result everytime so maybe the meter is uselessThat's almost an identical model to the one I'm currently trying to diagnose an issue with.
I don't think the stats will prevent it turning on, more likely it will give a heating error when trying to heat. Not there are two thermal cutouts and and thermistor. Use a DVM to check continuity of the cutouts and operation of the thermistor.
Check continuity of individual heating elements (24R). There's also another thermistor at front of drum.

I had this with my old Hoover condensing drier. it turned out to be a faulty cap on the circuit board PITA to get out but easy fix. Can you post a close up picture of the board?No digital display I'm afraid. Just dial and a start button
