it was a big thing in the seventies for rally cars and custom stuff , but alloy wheels really did away with the need to be at it ,,, some folk still do it , but its hard to do right and a pain if its wrong , wobbles and balance are a pain ,, basically anything that moves above walking speed Id give it a miss ,,, it can be done properly but it takes a big lathe and a lot of detailed setting up work others may not agree though.
is it the width thats the issue tire wise , what are you actually trying to end up with ,,, the 15 inch option gives you a lot of tire choice as a lot of the american stuff all run 15 inch wheels and crossply tires.

It does help fit wider tyres but have to work out your offsets etc.

People do do it for some oddball reasons, one of my neighbours has seen an old 911 where they had banded a set of spacer savers so they could have standard tyres on a set of steel rims just to be different. I could understand doing it to run winter tyres but this was a summer car. I think it was/is pretty common in the Euro scene
